Free HR software for small business: what to look for
Most products advertised as free HR software are one of three things: a time-limited trial with a countdown, a free tier capped at five or ten employees, or a genuinely free product that earns money on something else. All three models can be legitimate — but they behave very differently a year in, when your employee records live inside the system and switching has a real cost. Knowing which model you are looking at is the single most important part of the evaluation.
Five questions that expose the model
- Is there an employee limit — and what exactly happens at employee number eleven? If the answer is "upgrade or stop adding people," the free tier is a demo.
- Does free expire? A "free trial" is a purchase decision with a deadline, not free software.
- What is actually in the free plan — structured records with dates and documents, or just a contact list with photos?
- Can you export all of your data — every employee, every event, every document — without paying? If export is paid, your records are hostages.
- Is the audit trail included? Some vendors sell accountability as an add-on; for employee records, that is backwards.
Feature depth beats feature count
A small business does not need forty modules; it needs perhaps six things done properly. Employee profiles that are actually complete. Departments and positions that reflect reality. Promotions and transfers recorded as dated events, not overwritten titles. Training and certificates with the evidence attached. Documents findable in seconds when an employee asks for an employment confirmation letter. And access rules so a shift manager cannot browse salary data. A free product that does this well beats a paid suite used at ten percent — and most paid suites in small companies are used at ten percent.
The features small businesses almost never use in year one — succession planning, nine-box grids, engagement pulse surveys — are precisely the ones that make paid suites look impressive in demos. Look for depth in the boring core instead: that is where you will live every week.
The traps to avoid
- Per-employee pricing that starts cheap — at 8 employees the cost is coffee money; at 40 it is a real invoice you can no longer avoid because the data is inside.
- Free HR bundled with paid payroll — the HR module exists to sell the payroll; expect the HR side to stagnate.
- "Contact us" as the only pricing — if a vendor will not print a price, the price depends on how much they think you can pay.
- No data export — walk away regardless of every other merit.
